I saw His Excellency yesterday on this mat-
ter and am of opinion that the proposals suggested of amal-
gamating the posts of District Officer and Assistant Land
officer will be advantageous from a Land Office point of
view.
There is no doubt that the New Territories have
suffered from the unavoidable changes of officers acting
as Assistant Land Officer whose views very naturally have
not always been the same, it is very desirable that there
should be as few changes as possible in order that there
may be a continuity of the Government's Policy in dealing
with the peasant population and by amalgating the posts as
suggested there would be more thanceof this being done than
at present. It would be very essential however that one
of the officers should be subordinate to the other and it
would be necessary that both officers should be gazetted as
Assistant Land Officers in order that they may have the
necessary powers conferred by the New Territories Land Or-
dinance 1905 and others under which the New Territories is
now administered so far as regards land matters.
With regard to the Collection of Revenue I
do not think any difficulty will arise; it is a system
adopted in other countries and in England where all local
authorities do their own collecting.and in India and the
Straits Settlements I understand revenue is collected by
the District Officers.
